In a bowl, mix the shrimp with 1 tbsp olive oil, lemon zest, red pepper flakes, 0.5 tsp salt, 0.25 tsp black pepper, and half of the minced garlic. Set aside to marinate for up to 1 hour.
In a medium skillet over medium heat, melt the butter with the remaining olive oil and garlic. Add the orzo and 0.5 tsp salt, cook, stirring frequently, until the orzo is toasted, about 2 minutes. Be careful not to burn the garlic. Add the wine and stir until absorbed, about 1 minute. Stir in the water, reduce heat to low, cover, and cook until the orzo is al dente, about 12 minutes.
Place the marinated shrimp in a single layer on top of the orzo. Cover and cook until the shrimp turns pink, about 2 to 4 minutes. Remove from heat and let it sit, covered, for 2 minutes.
Sprinkle with parsley and lemon juice, season with salt and pepper to taste, and serve immediately.
